Djibouti City: 100% green by 2020
IN BRIEF
In 2016, Bouygues Energies & Services handed over to Electricité de Djibouti (EdD) its first National Control Centre, thereby improving electricity supply in the country and facilitating the diversification of energy sources. The aim: to ensure that 100% of the country’s electricity comes from renewable sources by 2020.

Context
Bouygues Energies & Services has built a National Control Centre in Djibouti that aims to optimise the management of the country’s electricity supply. The centre brings together in one location monitoring systems and control systems.
Our service
A smart digital control panel can be used to predict electricity demand and ascertain available production facilities, the level of energy flows and the state of the installations. This software-based solution, developed by partner GE, contains a data control and acquisition system that includes advanced production management tools (SCADA/EMS).
The real-time availability of this data enables the energy manager to:
- allocate energy in order to maintain a balance between production and consumption
- favour renewable energy sources
- oversee cross-border energy exchanges (the connection with Ethiopia will be strengthened)
In order to safeguard the country’s energy security, Bouygues Energies & Services also:
- equipped the country’s production facilities with digital controls that ensure optimal connectivity of all the infrastructure with the Control Centre
- built two electricity substations of 63 kV and 20 kV at the Palmeraie site
- built a secure National Control Center hosting SCADA technology
The National Control Centre is close to the capital Djibouti City. Work on the project began in February 2014 and the facility has been under supervised operation since February 2016.
